
Another engagement which continued the inauguration the December 21, 2024 Community of Practice (CoP), also took place between February 12 and 13, 2025 at the National Counter Terrorism Centre(NCTC) of the Office of the National Security Adviser (ONSA).
The National Counter Terrorism Centre (NCTC) of the Office of the National Security Adviser(ONSA) in collaboration with critical stakeholders held a validation meeting and workshop on the PCVE Guidelines and Strategic Communication Plan These events are efforts that are largely tailored toward the demonstration of the need to fast-track the practice of the Non - Kinetic approach for the inclusive implementation of the PFNAP/PCVE and a pointer to the fact that engagements through this Community of Practice (CoP) will continue to be an invaluable assembly for deliberations and engagements on the PFNAP/PCVE.
The meeting at the NCTC/ONSA deliberated on fundamental approaches which are the followings:
First, it is resolved that there should be domestication and localization of the PFNAP/PCVE. This would be done through exploring strategies to integrate PCVE principles into the operational frameworks of Ministries, Departments and Agencies of the Government as well as at the state and local government levels. The CoP also identified existing gaps, challenges and opportunities for institutionalizing PCVE efforts across various sectors.
Second, the meeting also reiterated that the validation of the PCVE Guidelines and Strategic Communication Plan would be for the Stakeholders to conduct a thorough review of the PCVE Guidelines to ensure they align with National priorities, security realities, and international best practices.
In concluding the meeting, Major General AG LAKA stressed that the event would validate the draft of the Strategic Communication Plan, taking into account, that effective messaging is crucial in countering extremist narratives, fostering positive community engagement, and ensuring that our responses remain proactive and evidence based.
He therefore charged Stakeholders to prioritize engagements, experience sharing, collaboration in developing practical, realistic and sustainable solutions to Violent Extremism.
